Evaluation capacity development of Volontary Organisations of Professional Evaluators through IOCE
Description
The objective is to improve the efficiency, equality and evidence-base of public policies in developing countries by strengthening the evaluation capacities of volontary organisations of professional evaluators (VOPE). The initiative support VOPEs through strengthening their institutional structures, their strategic role and the professional capacities of their members. The process starts in 2012 by mapping the stgengths and weaknesses of the VOPEs and by defining development strategies to address the challenges. The process will be supported by peer to peer learning and training. In December 2012 IOCE will organise an international forum that summarises the best practices and lessons learned of the VOPEs. UNICEF will support the IOCE in the preparation and implementation of the conference. During the forum follow-up strategies for supporting the evaluation capacities of the VOPEs will be finalised. The capacity development of VOPEs will start immediately after the Thailand forum and continue in 2013. Several strategies will be used in capacity development, such as peer-to-peer learning, Internet-based knowledge management, e-learning, incentives to VOPEs to promote innovation. The finding is for the implementation of the initiative after the forum in Thailand, and will also be used for EVA-11 participation in the implementation and management of the initiative.
