Strategic Approach to International Chemicals Management SAICM


The Strategic Approach to International Chemicals Management (SAICM) was established in the Dubai Ministerial Conference, 4-6 February 2006. A joint initiative of the EU, Switzerland and Norway on an interim (5 years) Quick Start Programme (QSP) was launched as part of the SAICM. The QSP enables developing countries and economies in transition to evaluate and define policy measures and concrete actions to enhance chemicals related risk management and implement them. Finland's contribution during the five years (2006-2010) was in total 1 million euros. The outcome of Rio+20 Conference strenghtened SAICM and the third SAICM Ministeriall Conference (ICCM3) that followed the Rio Conference decided to extend QSP untill 2015 after which a new financement model would enter into force. Support to SAICM QSP during the transition phase is important to ensure the continuity of on-going programmes and project agreements.
