The Development Evaluation (EVA-11) of the Ministry for Foreign Affairs of Finland (Ministry) carries out regular meta-evaluations and syntheses of decentralized and centralised evaluations and evaluation functions. In addition, different types of preliminary reviews or back-ground reviews on wider evaluations or on other issues of importance to the organisation, like dissemination of evaluation results, are commissioned by EVA-11. EVA-11 has agreed a framework agreement with three consultancy companies to perform these tasks. A framework agreement will be operationalized through a competitive bidding among the three pre-selected companies.
