Donor Committee for Enterprise Development (DCED) is a forum that develops donors' methodologies in order to improve the results-based management and effectiveness of private sector development cooperation. DCED aims at advancing economic development in developing countries for poverty reduction by harmonizing donor cooperation in private sector development and improving its results-based management and effectiveness. In order to achieve the goal, the DCED concentrates on: (i) improving the results-based management and effectiveness of development cooperation with the help of guidance; (ii) identifying the best donor practices; (iii) drafting and disseminating summaries and other knowledge products and raising awareness . The main instrument of the DCED is the guidance to advance the development and implementation of a results-based approach with a theory of change and an indicator framework in private sector development (so-called Standard). The DCED is also active in international policy influencing work in order to promote private sector development in the development policy agenda. The DCED hosts six donor-driven working groups in which the members can participate: Business Environment; Private Sector Development in Conflict Affected Environments; Results Measurement; Women's Entrepreneurship Development; Green Growth; and Partnerships. Human-rights-based approach to development is realized indirectly. The direct beneficiaries of DCED are donors and international organizations which implement private sector development cooperation. The final beneficiaries are the people in developing countries whose entrepreneurship and employment in other companies have contributed to their lifting out of poverty, increased their incomes and improved their possibilities to use their incomes for increasing their welfare. Finland supports the DCED with 150 000 euros during 2015-2017. Funding is channeled through an IFC Trust Fund.
