Dien Bien Phu Drainage, Wastewater Collection and Treatment Project,VN


The proposed Project will comprise rehabilitation and extension of drainage system and sewerage network as well as construction of a 10 000 m3/day biological wastewater treatment plant. The Project aims at improving the living standard of local people by reducing pollution of the environment and flooding in the town. Because of the elimination of many untreated wastewater discharge points the project considerably reduces water pollution. The need for the wastewater treatment plant is imminent and undeniable. The current wastewater system is practically nonexistent. Small combined drainage and sewerage system is mainly located along some of the main roads and due to neglected maintenance and dredging its drainage capacity has been seriously limited. Wastewater from households and other sources is mixed with storm-water and discharged untreated at several points to the Nam Ron River. The project management and implementation is under the Dien Bien People's Committee and the executing agency responsible for the Project is Major Construction Project Unit of Dien Bien Province. Urban Environment Company is responsible of the waste management of the area and thus is the end user of the wastewater system. The Finnish exporter was procured in Vietnam and Econet Ltd was chosen. Dien Bien People's Committee will be responsible of connecting private households to the wastewater system and on this part the Project will only cover the sewer piping. Implementation of the project should take 2 years and the project is funded with the 10-year loan. In addition to the grant portion interest expenses are covered from the Finnish development aid funds.
