Development of Public finance management through administrative supervision by World Bank, basket funding from various donors. Finland has previously supported Pemfa -project in Zambia. The achievements of that project were not as good as expected, although achievement were reported eg. at the internal control. Therefore, it has been deemed necessary to channel the support to the Zambian government (GoZ) through the World Bank. The WB with its experience and expertise is expected to bring the necessary drive and stamina to the Project at hand. The implementation is based on the Public Finance Management Reform Strategy approved by GoZ. The main project development objectives are: increase of budget credibility and fiscal discipline, enhance budget reporting, increase transparency in procurement, increase internal control and enhance internal audit, as well as to promote effectiveness in tax collection.
