INT/Aid for Trade in Central Asia


Aid for Trade programme being implemented by UNDP commenced in v. 2009 covering in the beginning nine countries in Eastern Europe, Southern Caucasus and Central Asia. During 2009-2013 (phases I-II) the programme consisted of pilot projects targeted especially to private sector and aiming to increase the export of agricultural products. In phase III in 2014-18 the programme focused on the poorest countries of Central Asia, Tajikistan and Kyrgyz Republic, as well as their border trade with Uzbekistan. Main development challenge of the countries is their strong dependency on export, difficulties in accessing the foreign markets as well as limited number of products for export (domination of raw material). Aid for Trade programme has succeeded in building capacity of target countries officials and policy makers in international trade related issues. The programme has managed also to improve the competitiveness of the producers by developing quality and marketing of their products. SME's have succeeded in increasing their export and in creating new jobs. In phase IV in 2018-21 programme will continue its previous goals in Tajikistan and Kyrgyz Republic by 1) strengthening the capacity of officials in trade related issues, including their ability to support private sector and 2) supporting SME's to improve the quality and quantity of the products to meet the needs for export. Besides increasing export, the aim is also to create new decent jobs. Especial support will be given to production of green niche agricultural products. One of the aims is to increase the share of female entrepreneurs. Finland has financed phases I-III with total 15,2 million euro. The budget of phase IV is 4,8 million euro for two countries.
