Finland's core contribution to UN refugee agency UNHCR in 2015-2018, a total of 28 million euros. UNHCR (Office of the United Nations High Commissioner for Refugees) is globally responsible for the protection of refugees and finding durable solutions to refugee crises. The strengths of the agency are its special mandate and a broad, efficient and rapid organization in the field. The financing needs of UNHCR have grown rapidly in the past years as new, large-scale refugee crises have been created faster than old ones have been solved. Of all humanitarian agencies, UNHCR is the top recipient of Finnish funding.
