Voluntary contribution for OECD horizontal work on Policy Coherence for Development


General support of 120 000 euros to OECD’s horizontal work on policy coherence for sustainable development during the Programme of Work and Budget for the biennium 2017-18. Support will be paid in two 60 000 euros installments; first installment will be paid in 2017 and the second in 2018. Support will be directed to OECD’s Policy Coherence for Development Unit, which works directly under the Secretary-General of the OECD. The Programme of Work and Budget for the Policy Coherence for Development Unit is divided into three outcomes: 1) Improved understanding among policy makers and key stakeholders of the benefits of enhancing policy coherence and integrated policy-making, 2) Strengthened capacity of governments and key stakeholders to identify synergies, manage policy trade-offs and avoid negative spillovers when implementing the SDGs, including through effective institutional mechanisms and systems to monitor and report progress on SDG target 17:14, 3) Better policies that take into account implications for well-being “here and now”, “elsewhere” and “later”. Increased relevance and impact of OECD instruments, policy dialogue mechanisms, tools and recommendations for countries at all stages of development to achieve the SDGs Cooperation between Ministry for Foreign Affairs of Finland and OECD’s Policy Coherence for Development Unit is beneficial to both parties. Policy coherence for sustainable development is an important means of implementation to advance the 2030 Agenda for Sustainable Development and the implementation of the Sustainable Development Goals – this is also spelled out in the OECD Action Plan on the Sustainable Development Goals. Ministry for Foreign Affairs of Finland currently implements a thematic initiative on policy coherence, namely Action Plan on Tax and Development 2016-19 which is based on OECD’s tax and policy coherence work. Finland’s goal is to promote policy coherence inside the OECD, as well.
