Least Developed Countries Fund (LDCF)


The LDCF is a voluntary trust fund established under the UNFCCC, and managed by the GEF, to address the special needs of the Least Developed Countries (LDCs) that are especially vulnerable to the adverse impacts of climate change. Specifically, the LDCF is tasked with financing the preparation and implementation of National Adaptation Programs of Action (NAPAs). NAPAs use existing information to identify a country’s priorities for adaptation actions. The LDCF is the only existing fund whose mandate is to finance the preparation and implementation of the NAPAs. The LDCF is also mandated to support the preparation of the National Adaptation Plan Process in LDCs. According to the latest report as at April 20, 2014, 50 countries had completed and submitted their NAPAs and 48 LDCs had accessed support for 150 projects in support of the implementation of their NAPAs. All of the Finnish least developed country partners have completed their NAPAs. Furthermore, project approvals in support of the implementation of their NAPAs have been made in favour of 48 LDCs and 150 projects in total. The support from Finland to the LDCF is 6 million euros this year. As the purpose of the fund - supporting adaptation in LDCs - is important both from the climate and development persective additional funds compared to normal budgeting have been applied and received from revenues gained from auctioning of EU/ETS emission allowances.
