The World Bank staffing program (Donor Funded Staffing Program, DFSP) is funded by the following 14 Donors Austria, Denmark, Finland, France, Germany, Iceland, Italy, Japan, Korea, Kuwait, Norway, Spain, Sweden and Switzerland. The Netherland is (September 2015 info) negotiating to join in, too.The Agreement on staffing program between The World Bank and Finland was signed on June 30, 2004. There have been 19 (of which 9 female and 10 male) Mid Career Level Specialists from Finland between the years 2004 and 2015.Finland’s funding to the program has been about 6 million euro. The Finnish Mid Career Level Specialists have been working in the following sectors: Gender, Human Rights, Forestry, Land Management, Environment and Disability (the newest, - the Specialist shall to start in fall 2015). Finland is also planning to add Education and Private sectors to the repertoire. The staffing program is effective way to influence and a way to include Finnish know-how into the World Bank. The World Bank is highly appreciated expert in the development cooperation. The Specialist and the Ministry and the relevant sector can take advantage on the work experience and connections.The recruitment is performed by the Donors. Finland has outsourced recruitment to the Centre for International Mobility, CIMO till June 30, 2016. The staff appointment of a Mid Career Level Specialist is initially two years which can be extended by one year upon agreement by the World Bank and Donor if the Bank has committed to appointment for a period of no less than two years.According to the feedback from the World Bank the Finnish Mid Career Level Specialists are highly recognized which is why many of them have been appointed by the Bank.
