Promoting the Inclusion of Persons with Disabilities within the AU disability architecture


The Continental Plan of Action on the African Decade for Persons with Disabilities was adopted by the Assembly of the AU in January 2013. Action plan, Convention on the Rights of Persons with Disabilities and the implementing institutions form together the African Union Disability Architecture (AUDA). The long-term objective of this project is that the rights of the persons with disabilities are realized better in Africa. This is to be achieved by mainstreaming these rights into the policies of AU, its member states and into their development activities. The short-term objective is that the AU's Department of Social Affairs (DSA), the other AU-institutions, the African regional organizations and the member states of the AU have more capacity to progress the rights of the persons with disabilities and implement the Continental Plan of Action as part of AUDA. The first phase of the project has ended in December 2015. This half year extension aims to continue the work done during the phase one as well as evaluate the outcomes and give recommendations for the possible phase two. The preliminary positive outcomes - for example the monitoring and evaluation framework for the Continental Plan of Action and its adoption by the AU member states, the education of the civil servants of the member states, the increased awareness of the civil servants about the rights of the disabled persons – all indicate that the cooperation with GIZ and AU is worth continuing. The first phase of the project, funded by Finland with 1 000 000 EUR, has been implemented during 1.7.2013-31.12.2015. The additional funding for the continuation of the project is 100 000 EUR.
