Assisting victims of international crimes through ICC Trust Fund for Victims


The Trust Fund for Victims (TFV) provides assistance to victims of crimes handled before the International Criminal Court (ICC), as well as their families. Genocide, crimes against humanity and war crimes fall currently under the scope of the ICC's competence. The TFV receives voluntary contributions from states and finances its partner organizations which further implement self-help projects at the local level. The projects can be divided into four major categories: (1) assistance to help victims rebuild their communities; (2) assistance to victims of torture and/or mutilation; (3) assistance to children and youth; and (4) assistance to victims of sexual violence. The countries where the TFV provides assistance currently include Uganda and the Democratic Republic of Congo. Further, the TFV has plans for projects in the Central African Republic. The practical means of assistance include i.a. physical rehabilitation, psychological rehabilitation and material support. The objective is to help victims and their families to overcome the damage resulting from the serious crimes and to help them lead a dignified and balanced life. The beneficiaries typically belong to the most marginalized people in their communities, suffering from discrimination and psychic and physiological problems. This concerns particularly victims of sexual violence, a priority area of concern for the TFV. Projects funded by the TFV contribute to individual rehabilitation and community reconciliation. An external evaluation shows that positive results have been achieved: projects funded by the TFV have empowered victims and helped them to live a more balanced life and find means of income. The TFV receives voluntary contributions from several states, the UK, Sweden, the Netherlands, the USA and Japan being the most important donors. Finland contributes to the TFV's assistance mandate in Sub-Saharan Africa in years 2014 and 2015. The contribution complements Finland's existing multiannual support to the TFV's programme to assist victims of sexual and gender-based violence.
