General Budget Support III, Zambia

Based on the Finnish Development Policy Programme and the 2010 policy paper on General Budget Support and Sector Budget Support, budget support complements Finland's other development cooperation efforts. Budget support is implemented based on the memorandum of understanding with Zambia and progress is evaluated based on the indicators of the budget support performance assessment framework together with implementation of the key principles of budget support. Zambia is an LDC country with every possibility to climb to the lower middle income country category. Zambia needs predictable and effective development cooperation during this transition period. Continuing Finland's budget support for the following two years is in this situation the right way to implement the partnership between Zambia and Finland.
