The World Bank Institute (WBI) is responsible for World Bank learning and capacity development. The official name of WBI is now Leadership, Learning and Innovation Vice Presidency (LLIVP). It is helping to increase and utilize global and local knowledge to meet the challenges of development. WBI/LLI clients are both WB own staff and partner country clients. It is striving to consolidate the knowledge of World Bank staff and partner country officials in issues related to poverty alleviation and potential to implement reforms. Finland as a Knowledge Economy –study was composed in cooperation with WBI in 2006 and was updated in 2014. Parliamentary Strengthening Program (PSP) has been the most important component funded by Finland. Since 1998 the International Secretariat of the Parliament of Finland has organized in cooperation with WBI seminars for development country Parliamentarians and staff. Finland is providing funding to WBI/LLI Open Aid Partnership (OAP) component complementing Finland participation to the International Aid Transparency Initiative (IATI) process. The cooperation between Finland and WBI has started in 2001 and so far Finland’s contribution has been about 5,5 million euro. Future support for WBI/LLI, 2 million euros, is targeted to PSP and OAP components.
