Course on Multilateral Environmental Agreements


The Ministry for Foreign Affairs (MFA) has been funding the Course on Multilateral Environmental Agreement that has been organized by the University of Eastern Finland in collaboration with UNEP since 2004. Due to the change of the legal status of Finnish universities, the organizer was re-selected in 2011 by using an open tendering process covering the 2012 and 2013 courses (1+1 principle). The 2012 course was organised in Grenada and the 2013 course in Joensuu. The course has been successfull and the aim is to further fund it 2+1 years. The MFA will invite to tender or give the funding as a state grant. The course aims at broadening the participants’ professional perspective as well as increasing interaction between participants with different professional backgrounds. More than half of the participants are selected from developing countries. The course strengthens the capacity of developing countries in participating the negotiations on multilateral environmental agreements and especially the capacity to participate in the decision-making, monitoring and evaluation of the implementation of environmental agreements. The course has different themes every year. The aim is to particularly support the participants from developing countries by funding the course 90 000 euros per year (years 2014 and 2015). Homepage:
