Support and reconstruction in Syria - Syria Recovery Trust Fund

Description

The objective of the Syria Recovery Trust Fund is to serve as an efficient mechanism to meet the priority needs of the Syrian people, to contribute to the reconstruction of the country and to alleviate the human suffering. The trust fund will allocate funding to the project approved by the Syrian opposition coalition in order to restore the basic needs of the living conditions (food, water, energy, health care) and to start reconstruction where it is possible. The trust fund does not support directly the opposition coalition's actions. The implementing partners in the projects will be the local counsils set up be the local population, any actor providing the basic services, civil society organizations, INGOs and other actors approved by the opposition coalition- The German development bank KfW is the trustee of the trust fund. Regarding the fund there are risks which have been reviewed in this document as well. Despite the risks the added value of the fund to provide basic services to syrians outweighs these risks in the current situation. The trust fund starts functioning in the September 2013. Finland's funding to the TF is 3 million Euros.
