Concept papers for Public Sector Investment Facility for appraisal

The Ministry for Foreign Affairs will accept concept papers for funding under the Public Sector Investment Facility for developing countries until 5 March 2020. Please send your concept paper to the Ministry of Foreign Affairs to pif@formin.fi. Concept papers received after the due date will not be processed.

The Public Sector Investment Facility (PIF) is one of Finland’s development policy instruments for funding investments in developing countries. It is used to support such public sector investments in developing countries that promote sustainable development and make use of Finnish expertise and technology. Support can be granted for investments in, for instance, the following sectors suitable for development cooperation projects: social services, water supply, energy, cleantech. The concept paper should present the basic details and preliminary idea of the project to the Ministry for Foreign Affairs. The Ministry will then discuss the concept papers and issue its appraisals of the project ideas. This ensures that businesses will be informed at an early stage if their project is eligible for PIF funding. Concept papers can be submitted by Finnish businesses interested in the implementation of the project, public sector actors in the target country, financial institutions interested in funding the project, or businesses operating in the target country or a third country.
