Systematic Observations Finance Facility (SOFF)
Description
The Systematic Observations Finance Facility (SOFF) aims to invest in weather observation equipment and systems, in particular in the Least Developed Countries (LDCs) and Small Island Developing States (SIDS), so that they can produce high-quality observation data and be included in a global observation and monitoring network. There are large deficits in the global weather observation network, especially in Africa and the Pacific island nations. However, high-quality weather and climate information is a vital condition for preparing for weather and climate risks and adapting to climate change. For example, weather early warning systems play an important role in saving lives and preventing climate change induced loss and damage, but they need reliable observational data to function. SOFF acts as one of the main pillars of UN Secretary-General Guterres' "Early Warning Systems for All" initiative. Its goal is that every person on Earth will be covered by early warning system within five years. SOFF is founded by UNEP, UNDP and WMO, the latter also hosting the SOFF secretariat. SOFF trustee is the UN Multi-Partner Trust Fund (UNMPTF). SOFF investments are implemented by UN agencies and development banks (providing possible additional funding). The duration of the SOFF is planned to be 10 years. It was launched on November 3, 2021 at COP26. SOFF can benefit from Finnish experience and expertise in international meteorological cooperation.
