Supporting a Sustainable Political Settlement in Afghanistan

Inter Mediate project supports negotiations for sustainable political settlements in Afghanistan by facilitating the different stakeholders of the peace process. Project is so called track-1 project that helps the government of Afghanistan, the Taliban and the representatives of the United States to achieve progress towards inclusive intra-afghan negotiations. Regional aspect is also considered. Project aims to bring lessons from other peace processes to the Afghan context, for example, 1) how to manage negotiation involving non-state armed groups, 2) balance multiple interests and 3) provide guarantees for the most vulnerable. Project develops and uses the model in which gender equality is guaranteed. Inter Mediate offers technical and political support to groups negotiating and making decisions. The overarching impact of the project will be achieving sustainable political settlement in Afghanistan. The first outcome is 1) Afghan senior leadership is better able to translate a complex peace negotiation into a sustainable political settlement that preserves the fundamental rights and freedoms of Afghan women and men, 2) Increased effectiveness of the Afghan government negotiating team in conducting talks that sustainably protect the rights and freedoms of Afghan women and men. This project is based on earlier collaboration. During the earlier phase the contacts and the structure of work were developed. After a pilot phase, project continues building relations to Afghan administration as well as the Taliban. Project maintains constant contacts with the United States and with the regional actors. Project supports development policy of Finland and its specific priority number 3: Democratic and better-functioning societies. In addition, it contributes to specific priority number 1: The rights and status of women and girls. Project is aligned with the policy paper on Afghanistan and it implements the priorities of the Finnish external and security policies as well as development policy priority, the stabilization of Afghanistan. Project is also aligned with the Guidelines for strengthening implementation of development cooperation in fragile states. It supports Finland’s comprehensive approach to triple-nexus. Project is implemented by Inter Mediate which is an organization specialized on providing technical and political advice on peace strategies. Project includes the Finnish expert contribution to the team.
