FCA: Supporting national and local level reconciliation in Somalia

Description

Somalia is recovering from decades of war and collapse of state structures. The core state functions are now operating and state formation is underway. The legitimacy of the state is however still weak. Conflicts and violence and still present. The biggest threat is still Al Shabaab, but conflicts between clans, militias and organized crime are common. The weak security situation hampers development efforts and addressing the difficult humanitarian situation. In 2017 the Federal Government of Somalia and the international community agreed upon the strengthening of the Somali national security architecture, which is a precondition for the gradual withdrawal of the AMISOM as per the UN resolution 2372. At the same time, more emphasis has been put on the need of national reconciliation, which is one of the priorities of the president Muhamed Abdullahi Mohamed (Farmaajo) and the Federal Government of Somalia (FGS) FCA and Network of Traditional and religions peace makers have worked for years in Somalia in the area of peace mediation and local level democracy and institution building. In 2017 an expert of the FCA has, as per the request by the FGS, been seconded to the Ministry of Interior and Federal Affairs to support the enhancement of the national reconciliation process. Two consultations on the issue were held in 2017, one in Mogadishu and one in Helsinki. The work continues at the national level in 2018. In addition, in 2018 operations will be started in tentatively in Lower Shabelle, Marka area.
