Evaluation of inclusive education in Finland's development cooperation

Finland has promoted human rights and enhanced the rights and possibilities of persons with disabilities since the mid 1990’s. Education has also been one of Finland’s priority sectors in development cooperation and Finland has a good reputation of being a supporter of inclusive education. The purpose of the evaluation is to provide independent information to support planners and decision-makers in different departments of the Ministry. The evaluation is expected to bring forward issues and lessons learned and make innovative but practical and concrete recommendations. The objective of the evaluation is to assess the achievements, strengths and weaknesses of inclusive education and of cooperation with disability approach as well as to provide disability mainstreaming successes and failures. This will contribute to the overall assessment on the application of HRBA in Finland’s development cooperation. The evaluation will cover the period 2004-2013. The evaluation is synthesis evaluation consisting of desk study on the cooperation to enhance the rights and equal opportunities of participation of people with disabilities and three case studies on inclusive education in Finland’s development policy and cooperation. This information will be utilized in the assessment of HRBA. The evaluation will be done on the base of document material, interviews and field trips to case study countries/regions. The approach and working modality will be participatory. In order to enhance the participatory approach of the evaluation and the participation of rights-holders in the evaluation the evaluation team will utilize the expertise of the representative organization of the rights-holders in one of the case studies. The representative organization could be for example some local NGO/network. The tender process will be started in so that the evaluation could be started in September 2014. The evaluation results are expected to be had in the first half of 2015. The budget of the evaluation is 350 000 Euros
