UNDP: Building Resilience in Response to the Syrian Crisis

Description

The UN response to the conflict in Syria has since 2015 been a joint plan for humanitarian aid and resilience building. The Syria Humanitarian Response Plan (HRP) and Regional Refugee & Resilience Plan (3RP) for the neighboring countries amount to a record-breaking 8 billion dollars for 2017. UNDP is responsible for coordinating the resilience component on both plans. Supporting livelihoods and jobs is one of the top priorities in the new Finnish Aid Strategy for Syria and Iraq 2017-2020. This intervention, which is one of the key interventions of the new strategy, is essentially financing to UNDP's regional project portfolio as part of the "Early recovery & livelihoods" -sector of the HRP and "Livelihoods & social cohesion" -sector of the 3RP. Finland has been financing UNDP by 4 Million Euros in 2017-2017 on a similar regional intervention. Key results include 1) "higher than its size" influence and visibility for Finland on the resilience agenda culminating on the 24th January 2017 Helsinki Supporting Syria conference; 2) more than 3000 youth employed in Syria; 3) a facilitated Common Political Vision shared by all Lebanese political parties on the response to the impact of the Syrian crisis to Lebanon; and 4) vocational training and employment provided to women and support to local value chains on the host-communities accommodating Syrian refugees. The new financing of 4 MEUR (2017-2018) is to be split as follows: 2,5 MEUR to the UNDP country program in Syria, 1 MEUR to regional policy coordination and 0,5 MEUR to supporting the Lebanese national dialogue. Special attention will be paid to women and their livelihoods. The reconstruction inside Syria is politically sensitive by nature. Finnish funding is earmarked solely to supporting livelihoods and light rehabilitation of basic services infrastructure. Syria and Lebanon are middle-income countries and as such ODA-eligible. The environment inside Syria is that of very high risks.
