EG - ECES - Social Justice Promotion Project SJPP

As indicated in the SO’s, the projects aims in the first place at creating a structured set of indicators, in the form of an index, to measure the social justice situation in Egypt with the intention to influence future policy formulation. At the same time the project will build the capacity of CSO’s to become both advocates and implementers of the SJI and drivers for SJ policy implementation. This will be done by transferring knowledge on the SJI methodology and secondly by providing easily accessible SJ data through a public portal on the ECES website. The media will be sensitised to inform the public on the existence of the SJI and its importance for future policy formulation. The project’s third objective is to pave the way for the implementation of the SJI on Governorate level, which will exponentially increase its value for regional and sub-regional benchmarking. Activities towards the development of an SJI for Egypt have started in ECES in 2014 with identifying information sources and compiling data on the indicators. The index will be based on the model developed by the Bertelsmannsstiftung for the OECD, (see annex to the Concept note for an outline of the OECD SJI). The advantage of this alignment is that the SJI would be based on a proven and tested model while making future international benchmarking of SJ in Egypt easier. Fine-tuning of the OECD index to Egyptian needs will be done in cooperation with relevant economic and social science experts. ECES will, through its established networks, seek endorsement of the SJI by parliament and government to further increase its relevance and the SJI will be officially launched in the presence of these decision-makers, the media and CSO’s. The index will take the form of a database for efficiency reasons within ECES, while a portal on ECES’ website will be established allowing interested individuals and organisations to draw reports. Cooperation with OECD to use their existing technical platform of the databse is being discussed for cost saving reasons and the additional advantages in terms of effciency and sustainability of such alignment.
