Evaluation of Finland's humanitarian mine action

The objective of the evaluation is to produce reliable information about Finland's humanitarian mine action and to make recommendations for its further development.

This is the first evaluation of Finland's humanitarian mine action. The evaluation consists of two parts: The first part is an analysis of documents covering Finland's humanitarian mine action in 1991–2009, complemented by material based on interviews of persons involved in the activities. The actual evaluation is presented in the second part. It deals with the support granted for humanitarian mine action in 2010–2015, and case studies of Cambodia and Angola.

Mine action has undergone major changes over the years. Today there are less mines and mine victims, which is why both the Ministry for Foreign Affairs and mine action organisations should look for new ways and strategies to better link humanitarian mine action with other development cooperation activities and security questions.
