Evaluation: Meta-Evaluation of Project and Programme Evaluations in 2012–2014
The meta-evaluation assessed the quality of evaluation reports and their Terms of Reference (TORs), Finland’s development co-operation, and evaluation management and capacity development services of the Ministry for Foreign Affairs of Finland (MFA). It was based on three review tools, a review of documents, and consultations with MFA staff.
The quality of most evaluation reports and TORs was good, but few were considered
excellent. The quality of Finland’s development co-operation was rated
most positively in terms of the relevance and effectiveness of projects and least
positively in relation to their efficiency and sustainability.
