Two years ago Russia launched its full-scale war of aggression against its peaceful, sovereign neighbour, Ukraine. In the face of brutal Russian aggression, Ukraine and Ukrainians have shown incredible resilience and determination.

The Joint Statement was delivered in Brussels on 27 November by the Benelux and Nordic Countries: Belgium, Denmark, Finland, Iceland, Luxembourg, the Netherlands, Norway and Sweden.

Minister for Foreign Affairs of Finland Elina Valtonen delivered the Nordic-Baltic statement at 54th Session of the UN Human Rights Council on 21 September 2023. The statement was delivered as part of the Interactive dialogue with the UN Special Rapporteur on the situation of human rights in the Russian Federation.

Finland and the United States of America,

Russia launched its illegal invasion of Ukraine one year ago. The invasion is a flagrant violation of international law and the Charter of the United Nations. The repercussions of the war have been felt globally, and Russia’s aggression has been condemned in resolutions of the UN General Assembly. Russia’s war of aggression has led to the worst humanitarian crisis Europe has seen since the Second World War. Millions of Ukrainians have had to leave their homes and the number of casualties keeps rising as Russia continues its attacks on Ukraine’s cities and critical infrastructure.

Statement by Pekka Haavisto, Minister for Foreign Affairs, at the signing of the Accession Protocol for Finland in the NATO Council in Brussels 5. July 2022.

"Two years of the pandemic have underlined the importance of working together at the international and regional levels when faced with a serious health crisis. Russia’s invasion of Ukraine also serves as a reminder that war in our part of the world is no mere theoretical possibility. In the face of crises of various kinds, we see how important it is to work together with our closest partners to cope with challenges, within and along with the EU and NATO and in our close Nordic family."

In response to Russia’s full-scale invasion of Ukraine, a flagrant violation of the principles of sovereignty and territorial integrity, based on international law, the other Arctic Council founding states -- Canada, Finland, Iceland, the Kingdom of Denmark, Norway, Sweden, and the United States -- on March 3 announced a pause in their participation in the Arctic Council. Since March 3, representatives from these States have examined modalities to allow a resumption of the work in the Arctic Council.

Canada and Finland enjoy a rich history of excellent relations built on people to people ties and shared values. On the occasion of the 75thanniversary of diplomatic relations between Canada and Finland, the governments of Finland and Canada celebrate all that we have achieved together and look toward the future, committing to deepening our partnership and cooperation on foreign and security policy in support of peace, prosperity, human rights and stability.

This year marks the eighth anniversary of the illegal annexation of Crimea by Russia. Russia has continued to violate Ukraine’s sovereignty by invading Ukraine on 24 February 2022. The invasion is a grave breach of international law and a violation of the Charter of the United Nations. Finland condemns Russia’s actions and strongly supports Ukraine.

The European Union, Iceland and Norway have condemned in the strongest possible terms Russia's unprecedented military aggression against Ukraine. By its unprovoked and unjustified military actions, Russia is grossly violating international law and undermining European and global security and stability. We have also condemned the involvement of Belarus in this aggression against Ukraine.

Finland, Denmark, Iceland, Norway, Sweden and the European Union have condemned in the strongest possible terms Russia's unprecedented military aggression against Ukraine.
