Suspected misuse of development cooperation funds in Zambia's social protection programme

Finland supports the implementation of Zambia's national social protection policy. The work is funded through a nationwide social cash transfer programme and the UN's social protection programme. The support has strengthened the social protection of the poorest households in Zambia. The poorest and most vulnerable households, especially women and girls, have benefited from the programme

The discovered suspected misuse of funds concerns the social cash transfer programme, which is implemented by Zambia's Ministry of Community Development and Social Welfare.

Finland's contribution to the programme has been EUR 4 million in 2016–2017.

Sweden, Ireland and the United Kingdom are also supporting the programme.
Finland is investigating the suspected misconduct together with these countries and maintains active contact with the Zambian leaders and authorities.
