Authorisations to export dual-use items to Russia revoked

The Ministry for Foreign Affairs revokes authorisations to exports to Russia under Regulation (EU) 2021/821 and Finland’s national legislation (562/1996). The revocations are implemented urgently. Finnish Customs has been informed of the matter.

This is due to the prohibition imposed in Council Regulation (EU) 2022/328(Link to another website.), which is included in Regulation (EU) No 833/2014, to export these products to Russia. Under section 5 of the Act on the Control of Exports of Dual-Use Goods, the Ministry for Foreign Affairs has the right to revoke export authorisations due to changes in circumstances if international commitments so require.

After the authorisations have been revoked, companies will have the right to request export authorisations, as specified in Council Regulation (EU) 2022/328(Link to another website.), before 1 May 2022.

The Ministry for Foreign Affairs has discretionary powers to grant or not to grant export authorisations that companies may request within the transition period.
