New Head of Mission appointed to Madrid
At the presidential session on 13 June, the President of the Republic appointed Counsellor for Foreign Affairs Jari Luoto to serve as Head of Mission at Finland’s Embassy in Madrid, starting on 1 September 2025.

Jari Luoto is transferring to the post from the Prime Minister's Office, where he has served as State Secretary for EU Affairs. His previous posts include State Under-Secretary for EU Affairs at the Prime Minister’s Office in 2019–2022, Coordinator at Global Initiative to Combat Nuclear Terrorism in 2017–2019, Head of Mission at Finland’s Embassy in Bern in 2014–2017 and Head of Mission at Finland’s Embassy in Brazil in 2010–2014.
Jari Luoto joined the Ministry for Foreign Affairs in 2008. He holds the degree of Master of Social Sciences.
