Foreign Ministry is seeking candidates for conciliators, arbitrator and alternate for OSCE Court of Conciliation and Arbitration

The Ministry for Foreign Affairs is inviting interested candidates to apply for the position of a conciliator and an arbitrator at the Court of Conciliation and Arbitration within the Organization for Security and Co-operation in Europe (OSCE) by 30 April 2025.

The Convention on Conciliation and Arbitration within the CSCE (30/1995) entered into force for Finland on 20 April 1995. The Convention established the Court of Conciliation and Arbitration within the OSCE to settle, by means of conciliation or arbitration, the disputes submitted to it by States parties. The Court is composed of conciliators and arbitrators appointed by the States parties. The Court is not a permanent body. For each dispute, a conciliation commission or an arbitral tribunal is set up consisting of members drawn from a list of conciliators or arbitrators.

Each State party to the Convention appoints two conciliators of whom at least one must be a national of that State. According to the Convention, the conciliators must be persons holding or having held senior national or international positions and possessing recognised qualifications in international law, international relations or the settlement of disputes. Conciliators are appointed for a period of six years. That period may be renewed.

Arbitrators or their alternates may be nationals of the appointing State party or of any other OSCE participating State. Arbitrators and their alternates must possess the qualifications required in their respective countries for appointment to the highest judicial offices or must be jurisconsults of recognised competence in international law. Arbitrators and their alternates are appointed for a period of six years, which may be renewed once.

The mandates of Finland’s current conciliators, arbitrator and alternate at the Court of Conciliation and Arbitration within the OSCE will expire in May 2025.
