The Ministry for Foreign Affairs announces a call for proposals for Institutional Cooperation Instrument projects

The Ministry for Foreign Affairs has opened a call for proposals for Institutional Cooperation Instrument (ICI) projects for the funding period of 2019–2022. The partner country must be a public agency or institution in Vietnam or Nepal.

Project proposals, addressed to the Department for the Americas and Asia, may be of a different duration and their start date may vary.  Project proposals that are not planned to start until in 2020 will be accepted, too.

Applications must be submitted by 31 August 2018 to ASA-02(at)formin.fi and kirjaamo.um(at)formin.fi. The subject of the message must be: ASA/IKI-haku 2018.

If the same institution submits several applications, it must place its applications in an order of preference and present its grounds for the order.

In addition to the general criteria, project proposals must meet the following minimum condition:

  • The projects' partner agency must be a public institution or agency in Vietnam or Nepal.

Project proposals will be assessed based on the general criteria set out in the ICI guidelines as well as on the responses to the following questions:

  • How clearly does the project support the goals of Finland's country strategy or transition strategy for the country?
  • Will the project support the promotion of commercial relations or the development of the private sector?
  • Has the Finnish agency been engaged in cooperation with the partner agency before? This would be considered an asset.

Written decisions on projects that will proceed to the project planning phase will be sent in October 2018. After this, individual projects' planning will continue separately.
