Utrikesminister Timo Soinis tal vid skolbesök på Åland den 5 november 2018.

Bästa elever i Ålands Gymnasium,

trevligt att få möjligheten att besöka er skola och Åland, vilket bättre ställe skulle det finnas för att tala om fredsförmedling än ett praktiskt exempel av det internationella samfundets samarbets- och konfliktlösningsförmåga. När Ålandsfrågan avgjordes av Nationernas Förbund år 1921, kom man fram till lösningen som kallas Ålandsexemplet. Detta exempel används som en möjlighet för en framgångsrik lösning på en mellanstatlig konflikt, då man löser liknande konflikter eller skall döma ett liknande fall. Idag besökte jag Ålands fredsinstitut och därför är fredlig konfliktlösning starkt på agendan.

Jag har tidigare under året talat mycket om radikalisering i skolor i Finland. Radikalisering är ett växande hot i världen, och också i Finland. Radikalisering måste bekämpas med hjälp av utrikes- och säkerhetspolitik. Våldsam radikalisering, så som också andra globala hot mot säkerhet, kräver samarbete mellan staterna. Ingen kan lösa dessa problem ensam och därför är internationellt samarbete ytterst viktigt.

Sätt att motarbeta våldsam radikalisering är fredsmedling, främjande av mänskliga rättigheter, förminskande av fattigdom och krishantering.

Effektiv fredsmedling kräver att alla grupper i samhället sitter runt samma bord och allas intressen tas i beaktande. Hållbar fred kräver att ingen är avsides. Om varje individ känner sig som en uppskattad del av samhället, minskar risken för radikalisering.

Unga är i en väldigt central roll i fredsmedling; för att unga individer är speciellt utsatta för rekrytering till radikaliserade grupper. Möjligheten för unga att utbilda sig och att bli anställda  har en stor roll i bekämpandet av radikalisering. Största delen av de unga som radikaliseras har inga framtidsperspektiv. Därför är det ytterst viktigt att höra och aktivera unga.

I juli 2011 träffade den nationella intresseorganisationen för ungdomsarbete, Allianssi, och Finska Scouterna med FN:s generalsekreterare Ban Ki-Moon i Björneborg. Dessa finska ungdomsorganisationer tog initiativet i sina egna händer och lämnade in det första förslaget för en resolution om Unga, Fred och Säkerhet. I december 2017 godkände säkerhetsrådet resolutionen 2250. Beslutsfattarna tog i hänsyn ungas åsikt.

Denna resolution står som en stark grund för principerna om att involvera unga, speciellt i byggandet av ett fredligt och tryggt samhälle. Inspirerad av denna resolution, tänker jag idag tala om ungas roll i fredsförmedling.

Dear students,

I could not hope for a more fitting audience. When we discuss the participation of young people, we should not talk about the youth, but with the youth.

There are over 1,8 billion people in the world between the age of 10 and 24, and most of these young people live in the developing countries. In case of areas suffering from armed conflicts the most, young people represent an even more significant part of the population.

In unstable circumstances, the youth are often in a vulnerable position, and can become victims of violence. Young men and women can also be responsible of violence, and in many societies, the youth are seen mainly as a threat that has to be dealt with, one way or another.

One message delivered by the Security Council’s resolution on Youth, Peace and Security, is that we should not consider young people as neither potential victims nor as potential war criminals, but as potential, period.

Young people can be a positive force in any society, if the societies let them. This is especially true in conflict situations, and I am glad that Ms. Jutta Urpilainen, my special representative on mediation, has chosen youth as one of her areas of focus.

In Finland, the questions relating to youth, peace and security are of course very different. Today, almost exactly 100 years since the end of our civil war, we can be grateful to live in a country where armed conflict or strife are not among the challenges young people face. This does not mean that there are not any.

While Finland can be proud of many measures taken to improve youth participation, high percentage of young men remain without education or work, and risk being marginalized from the society. This is an issue our government takes very seriously.

In my position, I have visited many schools in Finland, where I have focused on issues of peace and security, especially the prevention of violent extremism. These meetings have proved me how bright and open-minded our young people are, and how capable to discuss even the most complicated issues.

Our country is small, where working together for common goals has been a precondition to survival. This experience of being an active part of a just society is still essential today. Equality, open-mindedness and indiscrimination need to be cultivated. And I am confident that your generation is ready to face this challenge.

Involving the youth in the work for peace and security means more than just acknowledging their presence. It means actively involving them, giving them responsibility and listening to their ideas.

Now I have spoken about letting the young speak for themselves for long enough, and it is time to actually do that.

Men ni är unga, ni vet bättre vad vi saknar. Jag vill gärna höra förslag från er, t.ex. om sätt att aktivera fler unga i fredsmedlingsprocesser. Hur skulle ni sprida idéen om ungas deltagande i fredsmedling i andra länder, där det råder konflikter och där frågan är ännu mer aktuell?
